That message is part of apt, which itself just tries to prevent you from doing retarded dpkg stuff. you'll only see it if dependency resolution finds the only way is to remove an "essential" package, otherwise it's just the normal Y/n. you've never seen it because very few packages are marked essential, and it's pretty difficult to get to a spot where deps resolve that badly.
那个消息是 apt 自带的，就是为了防止你做傻逼 dpkg 操作。只有依赖解析发现唯一办法是移除“essential”包时你才会看到，否则就是普通的 Y/n。你从没见过是因为被标记为 essential 的包很少，而且很难让依赖解析烂到那个地步。
the webm iirc was a fresh pop_os install used older packages from the install media. dependencies would have been resolved if they did an apt upgrade before trying to install steam but ofc they wanted to game RIGHT MEOW. steam is also kinda shitty with deps
