eyeballing it the angle is say in the middle (its not) of the horizontal.
the force on the wall plate at the horizontal is user weight acting upwards.
say the angle bar is 45 degrees (its not) the load along the bar is user weight / sin 45 = user weight / 2 in compression.

anyway i cant be bothered doing any more maths but the point is that it has fucking nothing to do with the welds, the problem is the mounting hole above the horizontal bar, the torque at the top is pulling away from the wall and into the wall at the bottom regardless of orientation.
in op pic the distance between the bottom angle and the top mounting hole is large, pull out force on this fixing is reduced. mounted upside down, the distance between top hole at the wall fixing and the load point on the mounting face (angle bar) is minimised and so pull out force at this fixing is maximized.
the most simple solution is to remove the door if temporary, or rehang the hinges if permanent to open away from the bracket in stead of towards.
