I spoke with a woman who mans the self checkout area. She says when she works alone and is selling someone alcohol which requires manual checkout her backed is turned to the checkout area and people walk off with their groceries without paying. It's become a plague for the store. Meanwhile Safeway has a new program of advertising sale prices in front of the product on a shelf but at check out you are charged full price regardless of what the advertised price is. This scam has been going on for quite some time now.
