Extremely common. It's part of our culture (for the most part) to either learn how to drive, or have our own car by 16. It's why our 16th birthday is so special

极其普遍。我们的文化就是这样（大部分地方），要么16岁前学会开车，要么16岁就有自己的车。这就是为啥我们的16岁生日那么重要
