The world relaxed a bit last month after nucleararmed neighbors India and Pakistan agreed to end days of air and artillery strikes ignited by a terrorist attack on Indian tourists in Kashmir, a disputed Himalayan territory split between the countries. That truce, however, did not end another high-stakes conflict between the two nations, this one over water.
