The Federal Reserve Bank of Minneapolis utilizes the Homeowners-to-Population ratio (HPOP) to provide a more accurate assessment of American economic well-being than traditional owner-occupancy measures. By counting every adult individual rather than just the home unit, the HPOP captures millions of adults who would otherwise be misclassified as neither homeowners nor renters.
